1. Manuscript Format
All submissions must include the following elements: title, abstract, key words, illustrations, and bibliography. References should appear in a separate bibliography at the end of the paper, with items referred to by numerals in square brackets. Figures should be placed exactly where they are to appear within the text. Submitted papers must use one-column formatting with single-spaced text in a 11-point font. A manuscript style file is available here. The submitted regular paper is suggested to from 10 to 20 pages, and the short paper is from 3 to 6 pages. All papers should be written in English. An abstract is essential for each paper with 100 to 200 words for a regular paper and 50 words for a short paper.
1.1. Manuscript Format: Title and Abstract
Select a title that accurately and clearly tells what the paper is about. Choose title terms as highly specific as content and emphasis of the paper permit. The typical length is might 6 to 12 words. Avoid special symbols and formulas in titles unless essential to indicate content. An abstract is essential for each paper with 100 to 200 words for a regular paper and 50 words for a short paper. The abstract should state the objectives of the work, summarize the results, and give the principal conclusions. Abstracts must not include mathematical expressions or bibliographic references. Non-standard or uncommon abbreviations should be avoided, but if essential they must be defined at their first mention in the abstract itself.
1.2. Manuscript Format: Figure and Table
Figures include graphs of results, schematic drawings, samples of output screen dumps, and photographs of special equipment or displays. Each figure should be numbered and have a caption. Care should be taken to ensure that the legends and labels within the figure are large enough to be readable after they are reduced. For final submissions, high quality (at least 600 dpi) figures should be included. Number tables consecutively in accordance with their appearance in the text. Place footnotes to tables below the table body and indicate them with superscript lowercase letters.
1.3. Manuscript Format: Reference
Please ensure that every reference cited in the text is also present in the reference list (and vice versa). Unpublished results and personal communications are not recommended in the reference list, but may be mentioned in the text. The followings are examples for references:

2. Review Process
The submitted manuscripts are evaluated by anonymous referees for originality, relevance, and presentation. Revisions requested by the editor should be submitted through which will be forwarded directly to that editor. After the refereeing process is complete, a handing editor makes a decision for acceptance or rejection. There are two types of revisions: major or minor. For a major revision, original referees will be invited to review the manuscript again, and make a recommendation. For a minor revision, no more reviews are required, the handing editor makes the final decision of acceptance if both the content and format are acceptable.
3. Once Accepted
If the reviewed manuscript is acceptable, we will send you a detailed guide and an author checklist for final manuscript submission requirements. And each author will be asked to sign the COPYRIGHT AND CONSENT FORM. That is, each author needs to agree with the copyright agree with the copyright requirements in the form. ReBICTE follows the BOAI definition of open access as well as the Creative Commons Attribution Non-Commercial License.
4. Publication Ethics and Publication Malpractice Statement
(based on Elsevier recommendations and COPE's Best Practice Guidelines for Journal Editors)
ReBICTE is committed to the academic community in ensuring ethics in publication and quality of articles. Submissions found to be plagiarized will be removed or not published in ReBICTE. When signing the copyright and consent form the author(s) have to warrant that the article and associated materials are original and it does not violate the copyright of anyone. Moreover, the authors have to warrant that there was a full consensus of all the authors and it was neither submitted nor published previously. Conformance to standards of ethical behavior is therefore expected of all parties involved: Authors, Editors, Reviewers, and the Publisher.
Authors: Authors should present an objective discussion of the significance of research work as well as sufficient detail and references to permit others to replicate the experiments. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable. Review articles should also be objective, comprehensive, and accurate accounts of the state of the art. The authors should ensure that their work is entirely original works, and if the work and/or words of others have been used, this has been appropriately acknowledged. Plagiarism in all its forms constitutes unethical publishing behavior and is unacceptable. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behavior and is unacceptable. Authors should not submit articles describing essentially the same research to more than one journal. The corresponding author should ensure that there is a full consensus of all co-authors in approving the final version of the paper and its submission for publication.
Editors: Editors should evaluate manuscripts exclusively on the basis of their academic merit. An editor must not use unpublished information in the editor's own research without the express written consent of the author. Editors should take reasonable responsive measures when ethical complaints have been presented concerning a submitted manuscript or published paper.
Reviewers: Any manuscripts received for review must be treated as confidential documents. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage. Reviews should be conducted objectively, and observations should be formulated clearly with supporting arguments, so that authors can use them for improving the paper. Any selected referee who feels unqualified to review the research reported in a manuscript or knows that its prompt review will be impossible should notify the editor and excuse himself from the review process. Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
5. For the authors of conference (or workshop) papers.
If an author wants to submit ReBICTE, the extended version of her or his conference paper, she or he should consider the followings:
The author should cite the conference paper while clearly describing it is extended for the journal version.
The conference paper should be considerably extended by at least 30%.
The extended paper should not include the figures, tables, and paragraphs used in its conference version.

7. Submission Preparation Checklist
As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.

The submission file is in PDF or PS file format produced via the journal format,
the Easychair Latex Class file (US letter size)..
The base font is Times New Roman-like, and the sans-serif font is Helvetica. The text is single-spaced; uses a 11-point font; employs italics, rather than underlining (except with URL addresses); and all illustrations, figures, and tables are placed within the text at the appropriate points, rather than at the end.
The text adheres to the stylistic and bibliographic requirements outlined above.
8. Publication Charge
Authors are required to pay the publication charge, 999 USD when their paper will be accepted.
(There is no article submission charge)
But, in some special cases, this charge can be waived.
